The County Employee Benefits Consortium of Ohio (CEBCO) was formed by the County Commissioners Association of Ohio (CCAO) in response to the rising cost and unpredictability of the health insurance market for county government. CEBCO's goal is to provide stable, actuarially sound rates for medical, prescriptions, dental and vision.
